BERRIEN TOWNSHIP BOARD OF TRUSTEES
TUESDAY, MARCH 28, 2017
 
The Berrien Township Board of Trustees met on Tuesday, March 28, 2017 at 7:00 p.m. at the township hall.  Supervisor Bryan Bixby called the meeting to order and opened with the pledge to the flag.
 
Members present:  Supervisor Bryan Bixby, Treasurer Paul Sprung, Clerk Mary Jane Dean, Trustees Julie Burke, Howard Henderson, Jeff Marks and Harold Bishop.
 
Also present:  reporter Mary Simko.
 
AGENDA:
Paul Sprung made a motion seconded by Howard Henderson to accept the agenda with one addition to include Range Line Park.  All ayes, none opposed.  MOTION CARRIED.
 
TOWNSHIP BILLS:
 Julie Burke made a motion seconded by Harold Bishop to approve the township bills in the amount of $22,068.21 for payment.  All ayes, none opposed.  MOTION CARRIED.
 
FIRE BILLS:
Paul Sprung made a motion seconded by Howard Henderson to approve the joint fire bills in the amount of $25,267.35 which includes the township share of $16,335.63 for payment.  All ayes, none opposed.  MOTION CARRIED.
 
LOT 31 AND RANGE LINE PARK SURVEY:
Bids received for the two surveys were as follows: 
Danch, Harner & Assoc.    Lot 31 $650.00 to $700.00           Range Line Park   $1,600.00 to $1,700.00 Stephenson Land Surveying       Lot 31 $1,400.00                                Range Line Park    $3,800.00
Wightman & Assoc.                     Lot 31 $1,250.00                   Range Line Park     $1,850.00
 
Jeff Marks made a motion seconded by Harold Bishop to accept the bid from Danch, Harner & Assoc. for the two surveys.  All ayes, none opposed.  MOTION CARRIED.   
 
FRANKLIN CEMETERY MARKERS:
Clerk Dean reported that a quote had been received from St. Joe Monument for repairing the markers at Franklin Cemetery that had been vandalized during Halloween time in 2015.  Ryan Mishler from St. Joe Monument estimated that the repairs would cost between $2,000.00 and $2,500.00. Julie Burke made a motion seconded by Mary Jane Dean to proceed with the repairs at Franklin Cemetery to not exceed the amount covered by insurance. All ayes, none opposed.  MOTION CARRIED.  Supervisor reported that he had been contacted by the prosecutor office about the kids that had broken into Franklin church which have been ordered to do community work for their punishment.  The Volunteer Center does the coordinating they each have 10 hrs. of service.  So far only one has reported in.  Supervisor thought that they could work with Bob Albert when he does spring clean up at the cemeteries.  He will contact Bob.
 
GENERAL APPROPRIATIONS ACT:
Jeff Marks made a motion seconded by Harold Bishop to adopt the Berrien Township General Appropriations Act for fiscal year 2017-2018 with revenue and expenditures both in the amount of $632,807.00. Roll call vote:  Ayes: Jeff Marks, Harold Bishop, Howard Henderson, Paul Sprung, Mary Jane Dean and Bryan Bixby.  Seven yes votes, zero no votes, none absent.  MOTION CARRIED.
 
INVESTMENTS AND DEPOSITORY DESIGNATION:
Mary Jane Dean made a motion seconded by Harold Bishop to adopt the Berrien Township Investments and Depository Designation resolution #6.  Roll call vote:  Mary Jane Dean, Harold Bishop, Jeff Marks, Howard Henderson, Julie Burke, Paul Sprung and Bryan Bixby.  Seven yes votes, zero no votes, none absent.  MOTION CARRIED.
 
SUPERVISOR SALARY:
Mary Jane Dean made a motion seconded by Paul Sprung to adopt the supervisor salary for the amount of $19,375.00 ($19,184.00).  Roll call vote:  Ayes: Mary Jane Dean, Paul Sprung, Jeff Marks, Harold Bishop, Howard Henderson, Julie Burke and Bryan Bixby.  Seven yes votes, zero no votes, none absent.  MOTION CARRIED.    
 
 
 
CLERK SALARY:
Paul Sprung made a motion seconded by Howard Henderson to adopt the clerk salary for the amount of $19,375.00 ($19,184.00). Roll call vote:  Ayes: Paul Sprung, Howard Henderson Julie Burke, Jeff Marks, Harold Bishop, Bryan Bixby and Mary Jane Dean.  Seven yes votes, zero no votes, none absent.  MOTION CARRIED.
 
TREASURER SALARY:
Julie Burke made a motion seconded by Mary Jane Dean to adopt the treasurer salary for the amount of $19,375.00 ($19,184.00).  Roll call vote:  Ayes:  Julie Burke, Mary Jane Dean, Howard Henderson, Jeff Marks, Harold Bishop, Bryan Bixby and Paul Sprung.  Seven yes votes, zero no votes, none absent.  MOTION CARRIED.
 
TRUSTEES SALARY:
Mary Jane Dean made a motion seconded by Paul Sprung to adopt the Trustees salary for the amount of $12,350.00 ($12,218.00) for (4) or $3,087.00 ($3,054.50) each.  Roll call vote:  Ayes: Mary Jane Dean, Paul Sprung, Julie Burke, Howard Henderson, Jeff Marks, Harold Bishop and Bryan Bixby.  Seven yes votes, zero no votes, none absent.  MOTION CARRIED. 
 
MEETING DATES:
Julie Burke made a motion seconded by Harold Bishop to approve the meeting dates for 2017-18 fiscal year as presented.  The meetings would be the second Tuesday of each month and the fourth Tuesday only if there is pending business all meetings start at 7:00 p.m.  All ayes, none opposed.  MOTION CARRIED.     
 
RANGE LINE PARK:
Supervisor reported that he has had the jail crew clearing the brush at Range Line Park for the last (4) days there is a cost for having officer there over see them plus fuel for the equipment it is $180.00 per day.  Bryan will go in with a tractor to push the piles in the back to burn.  He would like to have them come back for another (5) days.  Julie Burke made a motion seconded by Paul Sprung to have the jail crew come back for another (5) days.  All ayes, none opposed.  MOTION CARRIED.
 
FREE TREE:
It was decided after a discussion that since Bryan stated that we could get lilac bushes we would have the free tree give-away again.  It was decided to have the free tree give-away on Saturday, April 22, 2017 from 9:00 a.m. to noon for one shift and noon to 3:00 p.m. for another shift.  All ayes, none opposed.  MOTION CARRIED.
 
With no further business the meeting adjourned at 8:08 p.m.
