BERRIEN TOWNSHIP BOARD OF TRUSTEES
NOVEMBER 10, 2016
 
Berrien Township Board of Trustees met on Thursday, November 10, 2016 at 7:00 p.m. at the township hall.  Supervisor Bryan Bixby called the meeting to order and opened with the pledge to the flag.
 
Members present:  Supervisor Bryan Bixby, Treasurer Paul Sprung, Trustees Julie Burke, Howard Henderson, Jeff Marks and Clerk Mary Jane Dean.  Trustee Harold Bishop was absent.
 
AGENDA:
Paul Sprung made a motion seconded by Julie Burke to approve the agenda with the addition of an election report.  All ayes, none opposed.  MOTION CARRIED.
 
MINUTES:
Paul Sprung made a motion seconded by Howard Henderson to approve the October minutes with one spelling correction cyber not (siber) in the emergency management report.  All ayes, none opposed.  MOTION CARRIED.  
 
TOWNSHIP BILLS:
Julie Burke made a motion seconded by Howard Henderson to approve the township bills in the amount of $55,448.20 for payment.  All ayes, none opposed.  MOTION CARRIED.
 
FIRE BILLS:
Julie Burke made a motion seconded by Howard Henderson to approve the joint fire bills in the amount of $12,478.56 with the township share of $8,061.14 for payment.  All ayes, none opposed.  MOTION CARRIED.
 
UNION CHURCH:
Update, the painter has just started preparing the church for painting.
 
PROPERTY PREVENTIVE MAINTENANCE:
 The committee decided to incorporate the wording for the property preventive maintenance with the Litter & Debris ordinance.  Nothing changed in the Litter & Debris portion.  The International Code has no reference to U.S. building codes.   Suggested word changes under Exceptions were:  #2. Which may include demolition.  (b) safe conditions rather than good condition. (h) in good repair omitted. (i) in good repair omitted. (j) maintained rather than in good repair. (k) and in good repair omitted.  (l) in good condition omitted.  It was decided that the property preventive maintenance should be separate from the Litter & Debris Ordinance.  Hope to have public hearing in December.     
 
PARK PLAYGROUND EQUIPMENT:
Need price quotes and prices for freight.  They make it when ordered.
 
GENERAL ELECTION: 
Clerk Dean reported that the election was a very busy day with long lines that began at 6:20 when the polls didn’t open until 7:00.  The inspectors did an excellent job they worked 18.5 hrs. which makes a long day. Dean felt that they all deserved a little bonus showing that the Board appreciated them serving their community.  Howard Henderson made a motion seconded by Julie Burke to approve a bonus of $20.00 extra for the election workers.  All ayes, none opposed.  MOTION CARRIED.    
 
FIRE REPORT:
Fire Chief Norm Carl reported that the Dept. had 8 calls for the labor cost of $863.00 for the month of October. 
 
BUILDING PERMITS:
Building Inspector issued (7) building permits for an estimated building amount of $397.000.00 for the month of October.  Electrical Inspector finalized (1) electrical permit for a fee of $121.00.
 
CEMETERY:  
There were (2) burials since last meetingSupervisor reported that there were 12 violations at Franklin Cemetery a day before Halloween that were caught by the Sherriff Dept.   The previous violations four spent a day in juvenile.
 
 
 
PARK COMMITTEE: 
The committee met on Monday, November 7 and worked on more details for Range Line Park.  Supervisor is to get some engineer design with Marcy and Whitman’s for wheel chair accessibility to new rest rooms also for fixing one pavilion for year round use.  Get a logger to log out trees in the woods money received could be put back for the park.
 
EMERGECNCY MANAGEMENT:
Meeting had been canceled. 
 
PLANNING COMMISSION:
They will have a meeting next Monday.
 
FINANCIAL REPORT:
 Revenue for the month of October was $11,955.26 with expenses at $42,827.59.  We received payment from the road commission for the Deans Hill Rd. project in the amount of $50,000.00.  We will receive another $50,000.00 next year and the balance in 2018.
 
Scrape tire grant was briefly discussed.
 
Supervisor and Building Inspector will be attending a workshop pertaining to the latest on “Dark Store” valuation and medical marijuana.
