BERRIEN TOWNSHIP
MARCH 10, 2016 MINUTES
 
               
The Berrien Township Board of Trustees met on Thursday, March 10, 2016 at 7:00 p.m. at the township hall which included the Budget Hearing.  Supervisor Bryan Bixby called the meeting to order and opened with the pledge to the flag.
 
Members present were:  Supervisor Bryan Bixby, Treasurer Paul Sprung, Trustees Julie Burke, Howard Henderson, Jeff Marks, Harold Bishop and Clerk Mary Jane Dean.
 
The meeting was recessed at 7:01 p.m. for the Budget Hearing.
 
 Lt. Bob Mazurek from Berrien County Sherriff arrived and presented the sheriff report for the month of January.  The Township had 57 complaints, 4 tickets were issued and 4 arrests were made.  The County had 1214 complaints, 204 tickets were issued and 112 arrests were made.
 
Budget Hearing continued at 7:07 p.m.
 
Treasurer reported that the matching funds with the Road Commission were removed from the budget since the Road Commission has decided to discontinue this and will give the municipalities the $5,000.00 in tree removal.  Estimated revenue is budgeted at $623,285.00 and expenses at $610,166.00 the surplus will be set aside until needed in some account. Howard Henderson mentioned he felt the clerk should receive a raise.  Clerk Dean thanked the Board but felt she was just a member of the team and shouldn’t receive a higher salary than the Supervisor or Treasurer. After discussion Paul Sprung made a motion seconded by Julie Burke to increase the salary for the position of the Cemetery Supervisor (this position is included with the Clerks responsibilities) to $3,500.00 ($3,152.00) in the future this position should be included when the Boards salaries are increased.  Six ayes, none opposed.  MOTION CARRIED.
 
Hearing was recessed at 7:20 p.m.
 
ASSESSOR ASSISTANT:
Previously it was discussed the need to hire someone to help the assessor for measuring parcels in the township to update the assessors cards.  Paul Sprung made a motion seconded by Harold Bishop hire Blake Kirby (Angie Kirby son) as her assistant.  All ayes, none opposed.  MOTION CARRIED.    
 
MINUTES FEB. 9, 2016:
Julie Burke made a motion seconded by Howard Henderson to approve the February 9, 2016 minutes.  All ayes, none opposed.  MOTION CARRIED. 
 
MINUTES FEB. 23, 2016:
Paul Sprung made a motion to approve the February 23, 2016 minutes with one correction.  Treasurer Paul Sprung stated that the proposed budget was arrived from reviewing the actual income and expenses from the past two previous year budgets.  All ayes, none opposed.  MOTION CARRIED.
 
TOWNSHIP BILLS:
Julie Burke made a motion seconded by Harold Bishop to approve the township bills in the amount of $21,514.92 for payment.  All ayes, none opposed.  MOTION CARRIED.
 
FIRE BILLS
Mary Jane Dean made a motion seconded by Harold Bishop to approve the joint fire bills in the amount of $7,800.78 which includes the township share of $5,039.30 for payment.  All ayes, none opposed.  MOTION CARRIED.
 
TOWNSHIP ROADS:
 The Board had their annual meeting with the Road Commission on March 2, 2016.  Deans Hill Rd. will be seal coated this year also Range Line Rd. from M-139 to Snyder Rd.  The matching fund will be eliminated and applied for tree removal and/or an extra mile of chip and seal.  We need clarification on the tree removal. The Road Commission is receiving more money from the State therefore they will be able to do more for each municipality.
 
FRANKLIN CHURCH:
We have a survey of the church and the Franklin Church Association had been given the deed.  Supervisor and Architect Jim Furkis inspected the church.  The church is structurally in good shape except one I-beam has been destroyed by terminates and one side of the church has some water damage but gutters would help. It needs new doors; roof is in pretty good shape.  Need to determine the capacity of the church.  The cameras are not installed yet.  Supervisor will talk to our attorney to see what should be done before taking ownership. Private donors have indicated that they will donate $5,000.00 for residing and would like to get started.  Supervisor had put up a chain and lock on the new gate but someone took the lock and cable.  Jeff Marks made a motion seconded by Harold Bishop to proceed with the process to take intent to ownership of Franklin Church.  All ayes, none opposed.  MOTION CARRIED.
 
ASSESSOR ASSISTANT:
Supervisor further explained in order to comply with the State audit we gave them a five year plan to measure all the parcels for updating the assessors cards.  He interviewed Blake Kirby (Angie’s son) he is a senior and is aware of the procedures that need to be done.  They agreed on $16.00 per parcel with a two year commitment.  He will need a business card and survey forms for residents to fill out.
 
FREE TREE:
It was decided to purchase (50) each of Red Bud, White Flowering Dogwood, Mountain Ash and Highbush Cranberry.
 
FIRE REPORT:
The Dept. had 5 calls which (2) were for Berrien and (3) for Pipestone for labor cost of $388.00 for February.
 
EMERGENCY MANAGEMENT:
 Julius reported on the different training that is being conducted pertaining to terrorists attacks from FBI down to teachers.
 
PERMITS:
Building Inspector issued (1) permit for an estimated amount of $70,000.00 and Electrical Inspector finalized (2) electrical permits for a fee of $326.00 for the month of February.
 
FINANCIAL REPORT:          
Revenue for April through Feb. is $473,253.64 with expenses at $543,643.90 we may end with a surplus of $10,000.00. Fund Equity is $687,837.34.  Mary Jane Dean made a motion seconded by Harold Bishop to amend the cost center to $159,625.00 for highways and streets.  All ayes, none opposed.  MOTION CARRIED.
 
ADJOURN:
o Howard Henderson made a motion seconded by Harold Bishop to adjourn the meeting at 8:54 p.m. All ayes, none opposed.  MOTION CARRIED.
